Review of JPC’s protocols and concerns
There
was an extensive conversation about our agreement with the bishop to
use Appreciative Inquiry as one of the tools for preparing the
self-evaluation and profile of the diocese.
Resolution: The
JPC has agreed to do a form of Appreciative Inquiry as requested by the
bishop and will communicate the questions to the bishop to ensure that
our process satisfies his expectations. (Romero, Fuller)
Two possible questions will be sent to the bishop, asking him to choose one of them. The proposed questions are:
Option 1 – Think back over your experiences with the diocese – its staff, its programs, its services. Describe an example or examples of when the diocese was essential to the welfare and growth of your congregation. Describe
three concrete wishes you have for the future of the Diocese of El
Camino Real and, in particular, for a new bishop coadjutor.
Option
2 – Describe what you value most about being a part of the Diocese of
El Camino Real – the leadership of the bishop, the various commissions
and committees, the programs offered to vestries, lay leaders, Sunday
Servers, youth, etc. Describe three
concrete wishes you have for the future of the Diocese of El Camino
Real and, in particular, for a new bishop coadjutor.
It
is the intent of the JPC that the agreed upon option will be circulated
widely throughout the diocese to be used by any and all officially
constituted bodies. (vestries, deaneries, all-parish meetings, committees, etc.) It was agreed that we would discourage any individual responses.
The Appreciative Inquiry process will commence as soon as Bishop Shimpfky informs the JPC of which question he would like used. The
question will be sent out to all rectors, committee members, deaneries,
etc. with the request that responses be returned to the JPC by no later
than November 15th. The JPC would like to prepare a summary of the responses for publication at the January 2004 annual convention
Sub Committees for the JPC
The
Committee brainstormed a number of topics that need to be worked on by
members of the JPC, and then each committee member volunteered to work
on one of the committees. (See below)
The
two areas that it was agreed that we would work on in the whole group
were the draft of a timeline and the issues of communication.
Communication -- It was agreed that we would end each meeting with a discussion about the issues of maintaining good communication. The JPC is committed to keeping our work as transparent as possible.
DRAFT of Proposed Timeline
It should be noted that this Proposed Timeline will be continually “tweeked” until it is approved at the January 2004 Diocesan Convention. This timeline will appear on the diocesan
website as its own separate document, in its most current form.
September 2003 to January 2004 – JPC meets regularly to prepare a proposed plan for the election of
the Bishop Coadjutor to be presented to the Annual Meeting of the
Convention in January 2004 for approval.
October/November 2003 – JPC prepares and administers a form of Appreciative Inquiry to begin
the process of developing the diocesan self-evaluation and profile.
Early November – JPC presents its work to date to the deaneries at the three scheduled Diocesan Budget hearings.
January 2004 – JPC presents protocols to Convention for consideration.
Mid Febuary 2004 – Retreat for the JPC, Search and Transition Committees
March/April – Search Committee completes the part of the Diocesan profile that gives geographic and demographic information (“Chamber of Commerce” information)
Late March/early April 2004 -- JPC
completes the Diocesan Self-evaluation and writes up the results,
including a list of the qualities desired in our next bishop.
May to December 2004 – Search Committee finds and visits candidates, does the screenings, etc.
January 15, 2005 – Search Committee announces its slate of candidates for Bishop Coadjutor at the 2005 Annual Convention
January 16 to
February 1, 2005 – Candidates may petition to join the slate prepared by the Search Committee
February 1 to February 15, 2005 – Search Committee does screenings on petition candidates
February 16 to February 28, 2005 – Walk-abouts by all candidates, including those who petitioned successfully
March 5, 2005 – Election of Bishop Coadjutor at a special Diocesan Convention
September 2005 – Consecration of the new Bishop Coadjutor

Membership and Finances and Preparation of Profile Document

- Membership of the JPC – process for replacing members who resign, broad statement of role of the JPC

Finances - Estimates of expenses for the evaluation, travel, meetings,
communication and other related costs for the process leading to the
election of the Bishop Coadjutor, as well as the source of funding for
these costs.
- Recommendation to the budget committee for 2005 for transition costs
and possible budget implications for paying for a new bishop coadjutor.
- Profile Document – timeline, format and preparation of the Diocesan Profile document
Search and Transition Committees and Chaplains
– Lenore Erickson, Dorothy Fuller, Ginger Redman
Search Committee
- Search Committee will prepare demographic and geographic descriptions for the Diocesan Profile
- Set the number of members and how elected/appointed
- Recommendation for number of candidates for Bishop Coadjutor
- Include a recommended timeline for the Search Committee’s work
- Recommendation for how walk-arounds will be done
Transition Committee - responsible for planning consecration and coordinating the
move of the new bishop and his/her family into our diocese
Chaplains - define duties of chaplains for the JPC, Search and Transition
Committees and suggest names of possible candidates for these
chaplaincies
Profile Development/Evaluation/Appreciative Inquiry
– Ed McNeil, Silvestre Romero, Chris Creed, Joanna Shreve
- Research and develop tools to be used to build the profile for the diocese, including the profile for our next bishop
- Designate groups to be surveyed and how
- Create a timeline for all of the survey work
