Standing Committee Update

Before the enthusiasm for our decisions at Convention in October was forgotten, some members of the Diocesan Evaluation and Structure Committee (DESC) and the Diocesan Funding Review Committee (DFRC) met to discuss how to move forward building on the work we have done over the past two years and to develop a process for the work that lies ahead. A team has now been appointed by the Standing Committee - the Collaborative Implementation Advisory Team, (CIA-Team) - to work with the major bodies of the diocese to focus on the master plan and implementation of our new structure. The members of the team are: Keith Brown, Nancy Cohen (chair), Christopher Creed, Steve Dodds, John Ezell, Diane Martin, Richard Mueller, Brian Nordwick, Ken Wratten, and Ann Wright. All of these people were members of either DESC or the DFRC and have been working on this diocesan vision for more than two years. This core team will work with others in the diocese as various tasks unfold.

The charter of CIA-T is to provide tools and options for the implementation of the collaborative model. The objective is to build on the insights and vision gained through the work of the DFRC, DESC, and the Diocesan Conferences over the past two years. Some of the work that needs to be done in 2007 includes the following:

1. Develop guidelines for deaneries as they begin meeting and working in their new configurations

2. Develop organizational and transitional procedures for integrating the Corporation Board of Directors and Council into the Board of Trustees.

3. Develop new position descriptions for the use of the Diocesan Leadership Recruitment Team as they recruit and nominate candidates for diocesan offices.

4. Expand the charter of the current DIEM as it becomes the Department of Missions.

5. Develop a job description for secretary of the new diocesan body. Work with Convention Secretary to provide guidelines and coordination for this position.

6. Work with Constitution and Canons Committee to draft new provisions reflecting the change in structure voted at the October 2006 Convention.

7. Assist the Bishop in the formation of regional clericus groups.

8. Work with the Finance Committee and the Diocesan Administrator in providing congregations with instructions for reporting and paying assessments under the new funding formula.

9. Develop procedures for clearly defining the policy and procedures for any congregation needing to receive dispensation/relief from Council because they are in arrears in their diocesan assessment.

10. Provide the new bishop with a history of the visionary work done in the diocese over the past two years through the conferences, DESC and the DFRC.

You will be hearing more about some of these items in the very near future. The CIA-T will provide ongoing progress reports and forums, as was done with DESC, to solicit feedback from members of the diocese. There will also be a report presented to the 2007 Convention providing an assessment of how the diocese is doing in transitioning to the collaborative structure model.
